Toronto Expansion to Create Jobs and Boost Province’s Innovation Economy
TORONTO — The Ontario government says a $294 million investment by Sanofi to expand its Artificial Intelligence Centre of Excellence (AI CoE) in Toronto will strengthen the province’s position as a global leader in life sciences and artificial intelligence, while creating new high-skilled jobs.
The expansion is expected to generate 50 new positions, adding to an existing workforce of more than 150 employees at the company’s AI-focused research hub. The investment underscores Ontario’s ongoing efforts to attract multinational companies and scale its innovation economy amid intensifying global competition for talent and capital.
Premier Doug Ford said the announcement highlights confidence in the province’s workforce and technology ecosystem.
“Our government is proud to welcome this exciting new investment and to support Sanofi as they continue expanding their footprint here in Ontario,” said Premier Doug Ford. “Today’s announcement is a clear demonstration of Sanofi’s confidence in our world-class STEM workers and ensures they will continue to play a central role as we make Ontario a global hub for the development of cutting-edge technologies.”
Strategic Focus on AI and Life Sciences Growth
The project will expand Sanofi’s capabilities in artificial intelligence, machine learning and pharmaceutical data science, with a focus on accelerating drug discovery and vaccine development. The company is expected to leverage Ontario’s deep talent pool, including a steady pipeline of STEM graduates, to support its research and development operations.
The province is contributing up to $5 million through Invest Ontario, aligning the project with its broader life sciences strategy aimed at increasing domestic capacity and innovation.

The expansion will also include partnerships with Ontario universities, offering internship opportunities designed to build the next generation of AI and life sciences talent.
Building on Toronto’s Role as a Global AI Hub
Sanofi first selected Toronto as the location for its global AI Centre of Excellence in 2022 following an international review, citing the region’s strong digital infrastructure and access to specialized talent. The company has since deepened its presence in Ontario, including the opening of Canada’s largest biomanufacturing facility in North York in 2024.

Ontario officials say the province’s life sciences sector generated more than $86 billion in revenue in 2024, making it the largest in Canada. The region also produces more than 94,000 STEM graduates annually and has become a leading centre for AI education and research.
Economic Impact and Workforce Development
Government data shows Ontario has attracted more than $222 billion in investment since 2018, creating approximately one million new jobs. Officials say policies aimed at reducing regulatory burdens and lowering business costs — estimated to save companies $12 billion annually — have contributed to sustained investment flows.
The Sanofi expansion is expected to further strengthen Ontario’s competitiveness in both the digital and health-care sectors, while supporting domestic vaccine production and global pharmaceutical innovation.

Provincial officials emphasized that artificial intelligence will play a central role in economic growth and productivity, particularly in sectors such as health care, manufacturing and logistics.

Investments like this help ensure Ontario companies, workers and researchers have the secure digital infrastructure, strong talent base and responsible innovation environment they need to compete and succeed. By supporting AI growth with the right safeguards in place, our government is strengthening Ontario’s competitiveness and digital resilience,” said Stephen Crawford, Minister of Public and Business Service Delivery and Procurement.
Education and workforce readiness were also highlighted as key components of the province’s strategy.
“Ontario is producing nearly 100,000 highly skilled STEM graduates every single year who protect our key industries and drive our economy. Sanofi’s expansion of its AI Centre of Excellence will launch our graduates into good-paying careers and ensure Ontario stays on the cutting edge of innovation,” said Nolan Quinn, Minister of Colleges, Universities, Research Excellence and Security.
