PETROLIA, Ontario — The Ontario government has officially launched construction on a major redevelopment project at Charlotte Eleanor Englehart Hospital in Petrolia, backed by more than $17 million in provincial funding to modernize emergency services, diagnostic imaging facilities and critical hospital infrastructure.
The project, announced on October 21, 2026, is part of Bluewater Health’s Rural Health Capital Improvement Project and will involve renovating more than 8,200 square feet of existing hospital space.
The investment is intended to improve access to health-care services for residents of Petrolia, Central Lambton and surrounding communities while strengthening the hospital’s capacity to deliver care closer to home.
Construction is expected to be completed by fall 2029.
Emergency Department and Diagnostic Imaging Facilities to Receive Major Upgrades
The redevelopment will introduce significant improvements to the hospital’s emergency department, including expanded and modernized facilities designed to support patient care and hospital operations.
Planned improvements include upgraded triage space, a dedicated patient waiting area, renovated examination rooms, a new airborne isolation room and a redesigned ambulance entrance.
The diagnostic imaging department will also undergo renovations, including upgrades to its X-ray facilities and associated rooms.
Additional infrastructure improvements will address aging equipment, including the installation of an upgraded air-handling unit.
These changes are expected to create a more functional environment for patients, medical professionals and hospital staff.
Bluewater Health currently serves approximately 131,000 residents across Sarnia-Lambton, providing acute care, complex continuing care and ambulatory health services.
Provincial Officials Highlight Importance of Rural Health-Care Investment
Anthony Leardi, Parliamentary Assistant to Ontario’s Minister of Health, said the redevelopment reflects the province’s commitment to strengthening local hospital services.
“Our government is making historic investments to protect Ontario’s health-care system, ensuring that more people can connect to convenient hospital care in their community, when they need it,” said Anthony Leardi, Parliamentary Assistant to the Minister of Health. “With shovels in the ground at Bluewater Health’s Charlotte Eleanor Englehart Hospital in Petrolia, our government is ensuring families in Lambton County can access world-class care close to home, for generations to come.”
Bob Bailey, MPP for Sarnia—Lambton, also welcomed the start of construction.
“Today’s groundbreaking is an exciting moment for our community and an important investment in the future of rural health care,” said Bob Bailey, MPP for Sarnia—Lambton. “Our government recognizes the vital role that hospitals like CEEH play in ensuring people can access quality health care in their own communities. I am proud to see this project move into construction and look forward to the positive impact these improvements will have for patients, families, and health-care professionals across Petrolia and Central Lambton.”
Project Forms Part of Ontario’s $64 Billion Hospital Infrastructure Plan
The Petrolia redevelopment is included in Ontario’s broader 10-year hospital capital investment program, which allocates approximately $64 billion toward more than 50 major hospital projects.
The provincial government expects these investments to deliver approximately 3,000 additional hospital beds, supplementing the 3,500 beds added since 2020.
The capital program is also projected to support as many as 30,000 jobs annually, including approximately 18,000 direct construction positions and 12,000 jobs in related industries.
For the 2026–27 fiscal year, Ontario has committed more than $281 million toward infrastructure improvements and repairs at 126 hospitals and 67 community health-care facilities.
That allocation represents a 9.4 per cent increase over the previous year.
Bluewater Health is receiving more than $2.7 million through the Health Infrastructure Renewal Fund during the same fiscal year to address critical infrastructure requirements.
Bluewater Health Welcomes Long-Term Investment
Paula Reaume-Zimmer, President and CEO of Bluewater Health, described the groundbreaking as an important milestone for rural health services.
“Today’s groundbreaking marks an exciting and long-awaited milestone for Charlotte Eleanor Englehart Hospital of Bluewater Health and the rural communities we serve. We are grateful to the Government of Ontario for its significant investment in the future of rural health care, and for recognizing the importance of accessible, high-quality care close to home. This redevelopment will modernize our emergency and diagnostic imaging departments, creating a more welcoming, functional environment for patients, families, and staff. Together with our government, municipal, and community partners, we are investing in the future of health care in Petrolia and Central Lambton for generations to come.”
With construction underway, the redevelopment represents a significant infrastructure investment in Petrolia’s hospital services. Once completed in 2029, the upgraded facilities are expected to strengthen emergency and diagnostic care for communities throughout Central Lambton.
