Project to Add 104 Modern Long-Term Care Beds and Support More Than 200 Jobs
The Ontario government has officially broken ground on the redevelopment of the Carveth Care Centre in Gananoque, a project that will deliver 104 modern long-term care beds and create more than 200 jobs in the region as the province continues its broader expansion of long-term care infrastructure.
The redevelopment, supported through Ontario’s Capital Funding Program (CFP), is part of the province’s long-term strategy to modernize care facilities while increasing capacity for seniors across Ontario. Provincial officials say the project aligns with commitments outlined in the 2026 Ontario Budget: A Plan to Protect Ontario, which includes large-scale investments in health-care and community infrastructure.
“Our government is improving long-term care by building more homes, hiring more staff and making historic investments to support families and protect their loved ones,” said Natalia Kusendova-Bashta, Ontario’s Minister of Long-Term Care. “Today marks a significant milestone for Carveth Care Centre. Once construction is complete, 104 residents in the Gananoque community will have a modern home where they can receive the care they need, when they need it.”
Four-Phase Redevelopment Planned Through 2029
The redevelopment will modernize and expand the existing long-term care facility through a four-phase construction process expected to conclude in early 2029.
According to the province, the new home will be organized into three Resident Home Areas, each designed to provide dedicated dining spaces, lounges, activity rooms and bedrooms intended to create a more comfortable living environment for residents.
The updated facility will also feature enlarged bedrooms, separate bathroom facilities, upgraded staff service areas, a renovated kitchen and an expanded administrative wing.
The project is expected to generate approximately 215 jobs in the surrounding community, including 45 construction positions during the building phase and an estimated 170 permanent full-time roles once the facility becomes operational. Those positions are expected to include nursing staff, personal support workers, nutrition services employees, program staff and administrative personnel.
Long-Term Care Expansion Remains Provincial Priority
Ontario has continued to accelerate long-term care construction projects as part of its pledge to build and redevelop 58,000 long-term care beds provincewide.
The province said that, as of April 2026, 165 projects representing 26,421 new and redeveloped beds were either completed, under construction or approved to begin construction across Ontario.
The government’s 2025 Long-Term Care Home Capital Funding Policy and CFP were introduced to address rising construction costs and regional cost differences while supporting a range of long-term care operators.
Modernized Funding Model
Provincial officials say Ontario has also introduced additional measures aimed at accelerating long-term care development, including modernizing the funding framework, repurposing unused provincial land for long-term care construction and leveraging hospital-owned properties in urban centres where demand remains high.
Carveth Care Centre, located in Gananoque, is licensed to and operated by Gibson Family Health Care through Carveth Nursing Home Limited.
Local Leaders Highlight Community Impact
Representatives from Gibson Family Health Care said the redevelopment is intended to strengthen long-term care services for residents while supporting families and workers in the region for decades to come.
“This redevelopment is about more than a new building, it is about creating a home for residents, a supportive workplace for staff, and a welcoming gathering place for families for generations to come. Our grandparents first envisioned quality long-term care in this community more than 65 years ago, and we are proud to continue that legacy by investing in a modern, state-of-the-art home that will meet the evolving needs of residents and families across Gananoque and the surrounding area. We are deeply grateful to the Government of Ontario, the Town of Gananoque, and all of our partners, staff, residents, and families for their trust and support in bringing this vision to life.”
— Lisa Gibson-Burgess, Gibson Family Health Care
Local MPP Steve Clark said the project reflects ongoing investments in long-term care capacity within the region.
“Congratulations to Gibson Family Health Care as we break ground on the expansion of Carveth Care Centre. For more than six decades, the Gibson Family has provided outstanding care to generations of residents, while also supporting our local economy with good-paying jobs. I’m proud that Carveth is the fifth long-term care home being built or redeveloped in Leeds and Grenville under our government. With these 104 new beds in Gananoque, we’re continuing to deliver on our commitment to ensure the seniors who raised families here can find care close to their community.”

Growing Demand Driving New Long-Term Care Projects
The redevelopment comes amid growing demand for long-term care services across Ontario as the province’s population ages and communities seek expanded access to modernized facilities closer to home.
Provincial officials maintain that infrastructure investments in long-term care are intended not only to improve care standards for residents but also to support regional economic development through construction activity and permanent health-care employment.
Once completed, the expanded Carveth Care Centre is expected to play a larger role in serving seniors in Gananoque and surrounding communities while contributing to Ontario’s broader long-term care expansion strategy.
